Reciprocal Health Care Card Holders in Darlinghurst

Reciprocal Health Care Agreement (RHCA) Card Holders

Australia has healthcare agreements with selected countries that provide certain medically necessary healthcare benefits to eligible visitors. The exact entitlement depends on the country, residence and visa requirements and the type of care needed.

At DC Medical Centre, eligible holders of reciprocal Medicare cards are treated the same as other Medicare card holders for practice billing. Patients may book any clinically appropriate appointment type; there is no special RHCA booking category. Coverage of individual services remains subject to Medicare's entitlement rules.

Countries with reciprocal healthcare agreements

Australia currently has agreements with the following 11 countries. Being from an agreement country does not, by itself, guarantee a Medicare card or GP rebate.

Each country has different conditions

Some agreements provide outpatient Medicare benefits for eligible visitors; others provide only specified public hospital care and medicines. Eligibility can depend on your country of residence, visa, when you arrived and why you are in Australia.

Important exceptions: Ireland and New Zealand

People visiting temporarily from Ireland or New Zealand generally do not enrol for a reciprocal Medicare card. Their RHCA benefits generally apply to medically necessary public hospital treatment and certain medicines, not ordinary GP appointments outside hospital.

Some New Zealand citizens may qualify for Medicare on a separate basis, such as meeting residency requirements. Other country-specific exceptions can also apply. Check your individual entitlement with Services Australia.

What is usually covered?

Depending on your country's agreement, benefits can include Medicare assistance with medically necessary out-of-hospital doctor services, treatment as a public patient in a public hospital and some Pharmaceutical Benefits Scheme medicines.

Reciprocal benefits are not a replacement for suitable travel or visitor health insurance and do not automatically cover non-urgent elective treatment, private hospital fees, ambulance services or dental treatment.

How we charge

Where you hold a valid reciprocal Medicare card and your attendance falls within your Medicare entitlement, our usual Medicare patient billing arrangements apply, including the normal consultation fees and any applicable rebate.

Without an eligible Medicare entitlement, the service may instead be charged privately. Please see our Fees page for standard consultation charges.

Applying for a reciprocal Medicare card

1. Check eligibility

Review the terms for your country, including visit duration, proof of residence and whether enrolment is available.

2. Prepare your documents

Gather your passport or travel document, valid visa, evidence of overseas residence and any insurance information required for your agreement.

3. Apply to Medicare

Complete the official Medicare enrolment process and follow Services Australia's submission instructions.

Medicare enrolment form (MS004) — apply, re-enrol or extend eligibility →

Some applicants can enrol online instead. The form also accommodates certain returning visitors and requests to extend reciprocal Medicare eligibility.

Your Medicare card can expire

Do not assume your reciprocal Medicare entitlement automatically renews. Check your expiry date and, if you remain eligible, apply to extend or renew it through Services Australia. Re-enrolment requirements depend on your agreement and whether you have left Australia.

Start the process before your card expires to avoid disruption to Medicare claiming.

Applied and haven't heard back?

If you have submitted a Medicare application but have not received an outcome, call Medicare to follow up. There may be a processing delay, missing documents or a problem that needs your attention.

Call 132 011 or visit Contact Medicare →. Have your application details and identity documents ready.

What should you bring to the practice?

Bring your current reciprocal Medicare card or Medicare number, identification and any relevant medical information. If your eligibility is pending or your card has expired, check with Medicare first and confirm possible private fees with reception.

A valid card does not necessarily entitle its holder to every Medicare-funded service. The practice will apply the eligibility and billing rules relevant to the consultation.

Frequently Asked Questions

Yes. Patients with valid reciprocal Medicare eligibility can choose the appointment appropriate to their health concern. We do not require a special reciprocal-healthcare appointment type.

At DC Medical Centre, people with a valid reciprocal Medicare card are treated under the same practice billing arrangements as other Medicare card holders, subject to the service being covered by their entitlement.

No. Residency, visas, length of stay and country-specific agreement conditions matter. Services Australia determines eligibility.

Generally no. Under the Irish agreement, the usual visitor entitlement is for eligible public hospital care and certain medicines rather than out-of-hospital GP Medicare benefits.

Temporary visitors generally do not receive a card under the New Zealand RHCA, and ordinary out-of-hospital GP care is not covered by that agreement. New Zealand citizens who meet separate Medicare enrolment rules may be eligible.

Visit the official Services Australia Medicare enrolment form (MS004) page and follow its instructions. Some applicants may be eligible to enrol online instead.

Do not assume it will renew automatically. Check the expiry date and arrange re-enrolment or an extension with Services Australia before your entitlement ends if you remain eligible. The MS004 process supports extensions and re-enrolment.

Contact Medicare on 132 011 to check the status. Processing may take time, or Services Australia may need further documents or clarification.

Depending on your agreement, Services Australia may require your passport, current visa, proof of overseas residence and insurance or other supporting documents.

No. RHCAs generally concern medically necessary treatment under the particular agreement. They do not automatically cover private hospital treatment, dental care, ambulance transport or planned treatment.

The agreements have specific time limits; for example, coverage for many eligible visitors from Italy or Malta is limited to six months after arrival. Check the applicable country guidance.

The practice may need to charge the applicable private fee without a Medicare rebate. Check eligibility with Services Australia and ask reception about fees.
